SSI will not consider ABLE distribution to be income.
Neither SSI eligibility nor payment amount will be affected. If ABLE distribution does not meet QDE criteria or is retained for housing QDE into the following month, it is counted as a resource as of the first moment of the month in which the funds were spent for the non-QDE or are held over to another month, for a housing expense. In addition, if the intent to use the funds for a QDE changes at any time but the funds have not been spent, they are counted as a resource as of the first of the following month when the intent changed (SI 01130.740(D)(3).
An ABLE withdrawal for housing expenses that is held over to the next month is a countable resource.
